Discussion: SPSite/Site Collection: Does it contain the permission and features that are inherited to the sites within?

Or does the root web(site) contain those? If the root web(site) contains holds all of that information, is the SPSite(Site Collection) simply a container for SPWebs(Sites)? I'm interested to see peoples thoughts here. Also, SPSite can not contain SPSites within them, correct?
