Those dang System Screens...

If you've ever looked at the URL for an of the _catalog or _layouts admin pages, you may have thought like I did, "I can remember that... It's just xxx.aspx in the layouts folder"... Yeah right... We've taken, like many people do, and hidden some of the menu options in the Site Settings screen, to help our users not mess with things they do not understand in the Self-Provisioned Team Sites we have.  Now if only I can remember which ones I hid and how to get to them... :)

As these are system (Application) pages, I do not think you can make this accessible.  Even if you made a custom copy of the page and were able to set permissions so a non-site admin could access it, they would require site admin permissions to actually change settings for the Search Keywords.  As I understand it, this page makes changes to meta-data for the Site Collection, which is available for user access to read, but requires site-admin access to write.  Best thing to hope for would be to write a Web Service and associated system (Application) page in layouts to set this programatically using the web app identity... but be careful with that kind of access :)
