SharePoint 2007 Security Hole?

Get this.

Problem 

User has access to management folder. Setups up alert. Management folder gets locked down and user is removed from all access to content. User gets notification of changes to management folder and can still access modified data. Will someone please test this on their system.

great that is good. I found that the IT user had given himself access to the Management security group then setup the alert and accessed restricted data.

IT people should be able to be trusted. This is sad.
