&lt;p&gt;Our solution: &amp;nbsp;Create a dummy account and set the e-mail address for the account to be the e-mail &amp;quot;conference&amp;quot; for these employees. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Not high tech, but the now everyone gets the Announcements and we did not have to set up another process to teach all 500+ employess how to set up an alert.&lt;/p&gt;

&lt;p&gt;As far as I've read and experienced myself, the design decision for SharePoint was to consider lists as &amp;quot;simple&amp;quot; database objects. &amp;nbsp;That is, you can create views and lookups, but that's about it. &amp;nbsp;You can't create relationships or constraints using DRI. &amp;nbsp;I imagine you could do something with workflows that were triggered whenever a record was created or updated, but that seems like a lot of work.&lt;/p&gt;
&lt;p&gt;If it were up to me, I would probably use InfoPath and hang a workflow off it, and expose some of the fields so their appear as columns in the form library. &amp;nbsp;You could create different views, and use roles to specify default views. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;For example:&lt;/p&gt;
&lt;p&gt;1. Employees cannot see any records in the library except the ones they create. &amp;nbsp;They may create new records, but that's it. &amp;nbsp;They are a member of the &amp;quot;Employees&amp;quot; audience, who have a default view of &amp;quot;My Pending Requests&amp;quot;.&lt;/p&gt;
&lt;p&gt;2. Managers can see all records, and have the ability to approve requests via workflow. &amp;nbsp;They are a member of the &amp;quot;Managers&amp;quot; audenice, and their default view is &amp;quot;All Pending Requests&amp;quot;.&lt;/p&gt;
&lt;p&gt;3. Payroll can see all records, but can't change them. &amp;nbsp;They are a member fo the &amp;quot;Payroll&amp;quot; audience, and their default view is &amp;quot;Approved Requests&amp;quot;. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;Views can be grouped by department and filtered by status. &amp;nbsp;You get the general idea.&lt;/p&gt;
&lt;p&gt;Is that what you were thinking?&lt;/p&gt;

&lt;p&gt;One thing I am finding annoying with the alerts is that if you create one programticaly and set the frequency to daily. It sends the alert out at the time you created it every day, there seems to be no way to set the actual time of day that the alert will go out.&lt;/p&gt;
