&lt;p&gt;I see now what&amp;#39;s the deal. I had to go to advanced/ TOC for web parts in order to see it listed as an available web part.&lt;/p&gt;

&lt;p&gt;With the top-level site open in my browser, I clicked on the &amp;quot;Site Actions&amp;quot; pulldown menu and selected the &amp;quot;View All Site Content&amp;quot; option from the menu. &amp;nbsp;When the &amp;quot;All Site Content&amp;quot; page for the top level site opened, I clicked the &amp;quot;Create&amp;quot; link at the top of the page above the list of content in the site. &amp;nbsp;In the &amp;quot;Create&amp;quot; page I clicked the &amp;quot;Announcement&amp;quot; link in the &amp;quot;Communications&amp;quot; section in order to create a new list using the Announcements template. &amp;nbsp;I then entered the necessary info in the &amp;quot;New&amp;quot; page to create my list and clicked the &amp;quot;Create&amp;quot; button to finish the process. &amp;nbsp;The list was then created in my top-level site and a web part displaying its contents was available in the site's web part gallery to be added to the page.&lt;/p&gt;
&lt;p&gt;Does that make sense? &amp;nbsp;Let me know if it doesn't work for you and I'll try get to the bottom of it for you.&lt;/p&gt;

I had some problems and then I solved with microsoft guys,,if you have a firewall or ISA, We should create a policy for users specifically by adding the RSS URL with this policy after associating the respective sharepoint server with the policy. &lt;p&gt;Have you taken a look at Audiences? &amp;nbsp;If you're using MOSS 2007, you can set up audiences to include your targeted users and scope your web parts to only display for a specific audience. &amp;nbsp;One of my clients places multiple instances of a web part on the page, one for each audience. &amp;nbsp;When a user loads the page, they only see the web part that is scoped to their audience.&lt;/p&gt;
